A Contemporary Cultural Landmark for Damascus: Ministry of Culture by Mohanad Barakat

A Civic Architecture Rooted in Heritage

The Ministry of Culture - Damascus, designed by Mohanad Barakat, presents a contemporary architectural proposal rooted in the traditions of Syrian design. Recognised at the French Design Awards, the project introduces a cultural institution shaped through historical reference, spatial organisation, and a clear civic purpose. The design reflects an effort to translate the character of traditional Damascene architecture into a modern public complex.


At the centre of the development stands the main administrative building, conceived as a symbol of leadership and cultural authority. This structure anchors the entire composition and guides the organisation of the surrounding site. Around the central building sit eight departmental facilities, each serving a distinct cultural function. Every department operates independently while maintaining spatial and visual connections with the central structure.

The arrangement takes inspiration from the traditional Damascene house, a residential typology found throughout Damascus. In these homes, rooms gather around a courtyard that acts as the social and spatial heart of the residence. The Ministry complex interprets this concept through an institutional scale, placing the central building in the role of the courtyard while the surrounding departments work as interconnected elements within a unified plan.


The master plan follows the geometry of the Damascene star. This pattern guides the layout of building masses, pedestrian movement, and public gathering spaces across the site. Water features appear at key points within the plan, referencing the historic presence of fountains within Damascene architecture and reinforcing the sense of centrality within the complex.

The architectural expression combines clear geometry with gently rising roof forms that visually guide attention toward the centre of the development. Vertical lines across the façades introduce rhythm and depth, representing layers of cultural knowledge and artistic heritage. Public ground surfaces incorporate patterns drawn from traditional Damascene motifs, reinforcing the cultural identity of the surrounding environment.


Designed as an open civic setting, the Ministry extends its role beyond administration to support public engagement with culture and the arts. The project reflects a commitment to cultural continuity while presenting a contemporary vision for architecture in Damascus.
